The Trumbull Neighborhood Partnership (TNP) is trying to get more dilapidated properties into the Trumbull County Land Bank in the ongoing effort to clean up neighborhoods.
So, the non-profit organization is now offering money in exchange for these properties so it can tear them down. TNP can only use its demolition funding on homes that are already in the land bank.
Many people, like Laurie James, live near a blighted property. James lives diagonally across the street from one on Prospect Avenue in Warren.
“It’s a health hazard, it’s in disrepair, it’s boarded up — you hope it’s boarded up enough to keep the animals and critters out but it attracts nuisances in the neighborhood that way,” she said.
This particular house has been on the Warren Health District’s condemnation list for almost a decade and was given an “F” rating by TNP in 2013.
“That really stands out as a house that just needs to be taken care of, cleaned out,” James said.
But, it’s not in the county land bank.
“If we don’t own it, we can’t tear it down. So what we’re doing here is making a little extra effort to now own it,” said TNP Executive Director Matt Martin.
Houses enter the land bank either through donation or tax foreclosure.
The non-profit is willing to pay up to $1,000 for these properties. Their demolition grant dollars expire at the end of 2020.
“There’s this sort of stubborn glut of F-rated houses just like this one that we don’t have access to. So that’s why we’re willing to utilize some of this funding to actually purchase terrible properties,” Martin said.
