Second suspect in YSU lockdown scare arrested

The second suspect accused in a panic that ended up in a 2-hour lockdown of the Youngstown State University campus and other nearby facilities is behind bars. 

Dennis Hubbert, 18, was booked into the Mahoning County Jail Wednesday on charges of inducing panic. 

Police say Robert Allen and Hubbert got into an argument inside Kilcawley Center on December 3. Police say Hubbert told them Allen had a gun but it was discovered later that was not true. 

Allen was also charged with inducing panic. He appeared in court Monday on those charges. Bond was set at $25,000. He is due back in court Dec. 18.

Hubbert was previously charged Dec. 3 with disorderly conduct, fight and threat of harm. He pleaded not guilty to those charges on Dec. 6 and was released without bond. A pretrial hearing was set for February 21. 

A hearing for Hubbert has not yet been set on the inducing panic charge.

Hubbert is a student at Youngstown State University. The arresting agency for the inducing panic charge was the Youngstown State University Police Department.
