Charles Haynes, charged with public indecency in Niles.

Police in Niles arrested a man that they say was touching himself inappropriately in the girls’ clothing section of Target.

It happened Tuesday night, according to a police report.

Police said security at the store pointed out 28-year-old Charles Haynes, who was in the clothing section when officers arrived.

Officers asked the Warren man why he was in that section and he said he was “talking to a young chick,” according to the report. Police noted that there was no young girl in the section at the time.

Police said surveillance video showed Haynes performing the lewd acts for about six minutes while looking at the clothing on the racks.

Police said Haynes also had a prior incident at Marc’s in which he was doing the same thing in the store.

In July, WKBN reported about another incident involving Haynes. He was charged with public indecency after an employee of the Bazetta Walmart reported that he exposed himself in the store.

Haynes was found guilty and sentenced to 30 days in jail and one year of probation, according to court records.

Haynes is being held in the Trumbull County Jail, facing public indecency charges.
