YOUNGSTOWN, Ohio (WKBN) - One of the two men accused of starting what turned into a two-hour lockdown on Youngstown State University's campus is behind bars.
Robert Allen was arrested Friday afternoon on a felony charge of inducing panic.
Authorities say Allen and Dennis Hubbert got into an argument inside of YSU's Kilcawley Center on Monday morning.
Investigators say Hubbert told police that Allen had pulled a gun, so the university was placed on lockdown.
Police said investigators later learned that Hubbert lied and that Allen never had a gun.
They say Allen was charged, however, because he went on campus to confront Hubbert, who is also charged but hasn't been arrested yet.
