NILES, Ohio (WKBN) – A Mineral Ridge man is charged with making and selling homemade explosives without a license.

According to court documents, the investigation began several months ago.

During the investigation, the documents say undercover agents made purchases from Donald Phillips in the parking lot of his employer, Berena’s Automotive Center, on Robbins Avenue.

The owner says he did not know about what was going on until authorities came to arrest Phillips on Thursday.

“I had no idea the severity of it, I had no idea he was selling it.  Apparently he was selling it after hours, after my shop was closed and using my parking lot as a meeting place,” said owner John Berena.

Phillips was arraigned on the charge Thursday. He is being held without bail.
