LISBON, Ohio (WKBN) — One person is in custody after a fatal shooting Friday night in Lisbon.
Police say an argument led up to the man’s death just after 10:30 last night.

“I’ve been here for seven years and have never seen or heard anything like this before,” said Virginia Franklin, a neighbor.

A normally quiet street in Lisbon hosted a scary scene Friday night. Lisbon Police Chief Michael Abraham told First News that 40-year-old Rusty Steele was shot on Spruce Street just after 10:30.
When officers arrived, they saw Steele laying in the street.

“They noticed he had a gunshot wound to his chest. They started CPR, ambulance was called and he was pronounced dead at the scene,” Abraham said.

Franklin lives just down the street and was sitting at her kitchen table with her husband when they heard the gunshot.

“The police worked really hard on trying to resuscitate the guy and our neighbor even went out and tried helping them,” Franklin said.

Chief Abraham said the suspect, Michael J Blower of Salem, was fighting with Steele over a relationship. Steele was visiting someone at the Spruce Street home when a third party knocked on the door.

“Said they needed help down the street and when he came out and got in his vehicle is when Mr. Blower approached the vehicle and shot him in the chest,” Abraham said.

Police say the victim and suspect had been involved in an argument before the shooting.

A third party knocked on the victim’s door, lured him outside and then a separate suspect shot him in the chest, according to police.

Hours later just after 5 a.m. this morning, Blower showed up at the Lisbon Police Department and turned himself in.

Blower was booked into the Columbiana County Jail and Chief Abraham tells me he expects a murder charge to be filed. Abraham says Blower will be arraigned Monday at Lisbon Municipal Court.
