CAMPBELL, Ohio (WKBN) – Campbell police arrested an Austintown man Wednesday afternoon, charging him with his sixteenth OVI.

Officers pulled over David Black, 57, for going through a stop sign on Jackson Street near Murray Avenue around 3:30 p.m., according to a police report.

“There were a lot of kids getting off the bus for school, definitely a residential neighborhood, definitely a neighborhood where people are outside and it was a very nice day,” said Robert Vukovich with Campbell PD. “I do remember seeing a lot of people walking.”

Vukovich immediately suspected Black was drunk.

“He had glassy eyes, slurred speech. He had a hard time finding his license and insurance. He presented a lot of wrong documents to begin with.”

Police said they saw an open Bud Light beer can in the cup holder.

“It was later found to be cold and almost half-full,” Vukovich said.

They said Black couldn’t even stand up, let alone pass field sobriety tests. He refused a blood test and was arrested.

Black is charged with a third degree felony OVI.

Officers realized that he had been arrested for OVI 15 other times before, his last conviction being in 2008.

“Four in the last 20 years, and 11 prior to that,” Vukovich said.

Among his previous DUI charges, four were in Austintown, one was in Niles, some were from State Patrol and there was even a felony case at the county court.

Scott Weamer, with the Mahoning County OVI Task Force, says for repeat offenders, the license would have been taken away at some point.

“It doesn’t prevent a person from grabbing a set of car keys and getting behind the wheel,” Weamer said.

Black had his license taken away at one point but got it back. He had a license when he was arrested Wednesday.

He is scheduled to appear in court Friday morning.This story clarifies Weamer’s comments about repeat offenders.
