Why should you be elected
I am uniquely qualified to serve as Lieutenant Governor of Pennsylvania, as I have served for 23 years as Washington County Commissioner delivering balanced budgets on time, while keeping taxes among the lowest in southwestern Pennsylvania. I have managed a successful pension fund, corrections, public safety, and human services programs, which include substance use disorder. Under my leadership in economic development my county has grown in excess of 8,000 jobs.

Top three priorities 
My priorities are to grow Pennsylvania’s economy so that we may meet the financial obligations of the state, address the opioid crisis, and improve public education.

Biography 
Diana Irey Vaughan, elected in 1995, is the longest serving Commissioner, now serving her sixth term of office, and is the only woman to have ever served in Washington County. Diana is a leader in economic development, establishing a public-private partnership in 1999 with the Washington County Chamber of Commerce, to develop a “one-stop shop” creating a unified delivery system for economic development efforts. She has been instrumental in the progress of Starpointe Business Park and California Technology Park, and played a key role in the development of Southpointe I and II, having co-chaired the Western Center Land Reuse Task Force. Through her insistence on long-range planning, low tax rate, and a unified economic delivery plan, Diana has helped to foster an environment that brought more than 6,000 new jobs, ranking Washington County third in the nation in job growth by U.S. Department of Labor in 2010. In 1997, Diana worked to implement a Furlough Into Service program (FITS) utilizing a workforce of non-violent offenders for project assistance to non-profits and local governments at no cost. Ranked second in the state, Washington County Correctional Facility (WCCF) has one of the lowest cost per day to incarcerate inmates. Diana volunteers her time, teaching at the WCCF, a re-entry curriculum she designed to prepare incarcerated women for future success. Recognizing a need to reduce recidivism, she annually hosts a re-entry conference to provide information, professional resources, and employment opportunities to individuals who are transitioning back into the community.

Serving on numerous economic and community boards, Diana has provided local representation and has brought awareness to regional issues. Most recently, she has helped raise $100,000 for Washington City Mission homeless shelters, Patriot House and Avis Arbor. She is a board member of the Southwestern Pennsylvania Commission, PA Minimum Wage Board, Pennsylvania’s Fix the Debt Advisory Board, Washington County Opiate Task Force, and serves on the Program Advisory Committee for Penn Commercial Business and Technical School. In 1999, Pittsburgh magazine named Diana one of the top “60 Pittsburghers of the Year” and she is the recipient of the 2014 Washington County Chamber of Commerce Athena Award, 2017 Mon Valley Hospital Gibbons Award, and the 2017 World Class CEO from Southpointe CEO Association. As a mother, Diana recognizes the critical role county government has in providing human services, especially to women and children, the elderly and veterans. She has served on the County Commissioners Association of Pennsylvania Human Services Committee and on the National Association of Counties’ Human Services and Education Committee. In 2011, she formed the Washington County Children and Youth Task Force with members of CYS, court representatives, local legislators, law enforcement, and local child protection services, in an effort to improve services for children and youth in Washington County. She recently established a Human Services Task Force to discuss and formulate ways to reduce the duplication of services by developing an integrated model of service to consumers. Diana launched her own business, SucSeed, which offers a curriculum designed to help other women succeed in various aspects of their life and teaches at Penn Commercial Business and Technical School. Diana is the mother of three adult children and is married to Colonel Robert Vaughan, who has served in seven mobilizations with the U.S. Army Reserves.
