The Democrats' resolution filed Tuesday outlines nine counts of why Dann should be impeached, including allegations of obstructing an investigation, making misleading statements under oath and general misconduct.
The impeachment articles must get Republican support in order to send the charges to the Senate for a trial.
Democrats say they drafted the articles based on sworn testimony from an internal investigation into sexual harassment complaints against an aide in Dann's office, as well as other statements.
Dann has refused requests from both parties to resign after admitting an extramarital affair earlier this month.
