WARREN, Ohio (WKBN) - A Warren man is facing charges of obstructing official business and resisting arrest after police say he lied about the location of his step-child that Children Services was trying to check on.
Raymond Browning, 61, was arrested at his home on Hamilton Street SW on Wednesday.
Officers said Browning told them the two-year-old was at the hospital with her mom, but officers could see she was in the house along with the child's grandmother.
Inside, police reported finding what they called deplorable conditions, with dog feces and garbage on the floor of the home. Police said the upstairs bedrooms were infested with bugs.
"The conditions within the home were not fit for a child, let alone anyone, to live in," the report says.
Browning was arraigned on the charges Thursday morning and was issued a no-contact order with the child.
He remains free on bond.
