The transfer of a liquor permit for a Warren bar where a man was murdered in October has been denied by the Division of Liquor Control.
According to a statement released by the state Tuesday, an objection by Warren City Council was sustained and the application for transfer for Clancy's Pub from Michael and George Papalios to Yolanda Holmes was rejected.
Yolanda's brother and former co-manager of the bar, Stanley Thomas, 37, was gunned down outside the business shortly after closing time back in October.
Council members, a business owner and residents who live near the bar testified against the bar getting the license. The rejection order released Tuesday states that since the applicant began operating Clancy's in June 2011, several complaints have been made to the city.
Those complaints included loud music, cars blocking driveways, gunshots and fights, the order states. From June 2011 through October 2011, there were 19 calls for service, which police said was greater than most other liquor establishments in the city.
The division also said delinquent taxes are owed on the bar. The order states that letters were sent to the applicant asking that the matters be resolved, and as of last week, the order states they have not yet been taken care of.
The order said an appeal can be filed within 30 days, and if it is not, the order will then be final.
The phone number for Clancy's was disconnected as of Tuesday, and Holmes could not be reached for comment.
