An early morning homicide in Warren, the 10th of the year, took place in the streets near the Trumbull Homes at North Federling and Rogers Street on the city's southeast side shortly before 4 a.m. Sunday.
Police said the victim was Jamie Folmar, estimated to be in his late 30s to early 40s. We're told Folmar lived in the Trumbull Homes housing complex and was well known in the neighborhood.
Authorities say Folmar was involved in a confrontation with a man earlier, and when he returned home on his bicycle early Sunday morning, he was gunned down in the streets.
Warren city leaders say they're doing all they can to stop senseless crimes like this in the area.
Bob Dean, Warren Councilman-at-large, said, "What we need to concentrate on and have been is trying to take care of people who are innocent, who just may be on the streets, who may be by-standers."
This killing comes on the heels of the murder of 23-year-old Donovan Toles, who was found shot to death on the city's southwest side two weeks ago. It was a murder which caused citizens to reach out to try to find ways to stop the increase in crime.
"It's very difficult to go anywhere where there's a fresh crime or a fresh shooting where you won't have citizens concerned about their own safety, you know that's my number one priority," Dean added.
The councilman says another one of the city's priorities is increasing the presence of law enforcement, but he says the city just doesn't have the money right now to put more police on the streets.
"Captain Bowers has a fresh approach toward getting as many people during prime time, as we call it, as we possibly can. I think our police department has just done an outstanding job. Captain Bowers has come in with fresh energy and I think we're doing the best we can with what we've got."
Right now, police have no suspects in the murder of Folmar. Anyone with information is being urged to call the Warren City Police Department.
This latest homicide makes 2009 one of the deadliest years on city records.
