The city of Warren will have a budget in place to start the new year.
City Council Wednesday unanimously passed a $24 million general fund budget. The spending plan has 15 layoffs built into the budget. Nine of those layoffs were averted with concessions by the city unions. Talks are still going on with three other city unions to try and avert another six layoffs, including two in the fire department.
Earlier this week, new agreements were reached between AFSCME Local 74 and the police department's patrolmen's union. Those concessions averted nine layoffs, including those of two police officers.
Concessions came in the areas of health care costs and wage differences.
