A registered sex offender is jailed on charges he raped a 12-year-old western Pennsylvania girl after police said a neighbor contacted police after seeing the man spending a lot of time with the girl and spotting his picture on the state's
Megan's Law web site.
Online court records don't list an attorney for 46-year-old Samuel Edward Ross, of Ellwood City, who is charged with rape and other sexual contact with the girl between Aug. 30 and Sept. 10.
New Castle and state police say the girl's family knew Ross and knew that he had a criminal record, but they did not know that it was for molesting a 13-year-old New Castle girl in 2003.
Police said the girl told a friend that Ross assaulted her and that came to the attention of police and child welfare workers after the neighbor's report.
Ross was arraigned on several charges, including rape of a child and sexual assault. He's being held in the Lawrence County Jail on $75,000 bond.
