Tuesday was a lucky day for Herman "Pete" Starks.
The Publishers Clearing House Prize Patrol stopped by his Youngstown home. When they knocked on his door, they presented him with a $10,000 check.
Starks is a familiar face to Youngstown. He served as councilman for the city in the 1980s. Tuesday he said he never thought he'd win.
