Steve Croley, whose actions created what's now known as Nitro's Law, has been accused of violating his probation.

Three years ago, Croley was placed on probation after dead dogs were found at his Coitsville Township High Caliber K-9 dog kennel.

Croley was not allowed to own a dog until his probation was up next month. He was arrested last month after police found three dogs at his Chaucer Way home in Austintown.

But at a hearing Wednesday, Judge Robert Douglas found Croley not guilty of probation violation. His defense attorney proved he did not own the house he was living in, therefore by definition he could not be harboring pets.

"The court's entry was clear, that he was not to own or harbor any animals. So we looked to the legal definition of owning and harboring. When I looked at the case, I realized that it didn't look like he was doing either," said defense attorney James Lanzo.

Douglas found him not guilty because the dogs and house were registered to Croley's wife.

While Croley was in court, about a dozen people gathered in Youngstown's Central Square.

The group was rallying in support of House Bill 108, better known as Nitro's Law. Nitro was one of the dogs that starved to death while at High Caliber K-9.

Currently most animal abuse cases in Ohio are misdemeanors, and this law aims to change that.

"It's important so the animal abuse stops, and people start taking it more seriously in Ohio. If we can get Nitro's Law passed, animal abuse will be a felony," said Jennifer Bird, a supporter of Nitro's Law.

Making it a felony would stiffen penalties for animal abusers. Nitro's Law has passed an Ohio House Sub-Committee, but has not come to a vote in front of the full house.

Outraged would be an understatement. Judge Douglas is clearly not fit to serve the bench ... what part of not having any animals doesn't he understand? To rule that Croley was not in violation of probation is CRIMINAL. I believe OH A.G. needs to take a look at the corruption in that courtroom.

Judge Douglas is corrupt. This smacks of either a payoff or gross incompetence and once again shows Douglas to be unworthy of his job. Unfortunately Affirmative Action and the NAACP assures him job security.

The outcome is once again, disturbing. Once again the judicial system has chosen to help the criminal and punish the victims. The judge said that it's fine to commit a crime.... Fine to twist things and get away with it. Thanks so much for making Ohio a less safe place to live......

Maybe the idiot judge should be locked in a cage and starved to death. Sick pathetic POS that has no respect for other living creatures. If I had my way Croley would have a bullet in the head and the judge would be joining him. I am sick and tired of society and all the idiots in it that think animals have no rights. It is obviously okay with them that those dogs sat for days slowly starving to death. If it had been a human, a big damn deal would have been made of it.

Clearly if a judge puts you on probation and tells you NOT to do something and you disobey him and DO it.....you violated probation! Obviously this Judge doesn't want to be bothered with this case! SHAME ON YOU JUDGE FOR NOT DOING YOUR JOB!!! I bet, if that judges dog was @ this POS kennel and was starved to death, he would be singing another tune!!! Dogs were starved! Starved to death! To death!!!! This idiot has no compassion or love for animals. I would imagine he will meet KARMA some day! And she's a B*tch!

I am completely disgusted by Judge Douglas's decision and today I am ashamed of the Ohio judicial system. What will it take for Ohio to step up and show some moral character?

Si this criminal starves dogs to death then declares bankruptcy to avoid having to pay for sins. Now because he doesn't own the house dogs can be there. He has repeatedly thumbed his nose at the justice system and the judicial system says ok! Example so a child molester can live in a house with children long as he doesn't own it? This point was brought up earlier! No wonder crime runs rampant no.accountability. SHAME SHAME on the courts ...

This was a technicality that he got off on. Our society is knowledable about sociapathic behavior and everyone knows that sociopaths and psychopaths begin their abusive behavior with animals - then move onto humans. Not punishing sociopaths harshly for their abusive behavior will only lead to further criminal activity (ahem . . .he's an admitted drug addict already) and abusive behavior - only possibly next time towards humans. Way to go O-Hio. I guess you prefer to have your sociopaths/psychopaths walking your streets and living alongside you in your communities. What a shame.
